I am new to Flutter and i am trying to do my school project(create an app) using Flutter. Thus I installed Flutter in my android studio(windows). I used to create app for android but not familiar with ios app. So, there are few questions that came into my mind.
Since Flutter is a hybrid framework, and it use DART programming language. So does it means that the coding that i created in android studio(windows), will work in the android studio(macOS)? Which i do not need to rewrite or edit the coding 2 times.What i worry now is i need to write the code for 2 times in 2 different way.
IOS app can only build in apple product? Because of the Xcode thing?
Currently i found out that Flutter is one of the way to build hybrid app. But i want to know more, normally how app developer create app for both android and ios?

First of all you have chosen the Flutter that is really great.
Android Studio is a tool or you can say editor which is useful to create flutter project. you can also user other tools too. So you don't need to do code again while switching the OS from windows to MacOS. All you need to do is just setup Android Studio properly and open/import project. That's it
This is obvious. iOS is an Apple Product and build for Apple Device.

How to create an application which can be run on iOS, android, also in form of software in macOS, windows, Linux, etc.
I want to know on which platform I should create for building such application.
provided that I am a college student in 3rd year B. Tech Computer Science and want to develop this as my project in final year.

Please take a look at the link I have provided. What you're looking for is called Cross-Platform App Development (if I am not mistaken). You can use a programming Language like JavaScript/TypeScript with its corresponding compatible Framework like React Native with Cordova (for plug-ins for example) to develop apps which can be used by the platforms. If you look into that, youll find information about how it can be used as a Web App (so also on Windows for example).

I'm going to design my first mobile app for both Android and iOS using Cordova.
Also, I've decided to heavily rely on Firebase as a database and analytics core.
As you may know, Firebase suggests you create the project in one of three platforms: Android, iOS and Web.. and so, I don't know which to choose as I want to create for both mobile platforms using actual Web technologies.
On the one hand, it has to be web-focused but at the same time, I don't want to miss any device-oriented features.
If I create two separate projects for two different platforms, does it mean that there're going to be two different databases/hostings/storages as well?
Same case as React Native apps and Flutter (I suppose) you will need to manage this separately for both of your applications,
Simply follow the steps mentioned on the tutorials from Google to enable and connect your app to firebase. Is very easy and I think you are on a good track.

You need to create for Android AND iOS if you plan on using the Firebase plugin for cordova, as the plugin relies on the native layer and not the web layer in cordova.
You will only need google-services.json for android and GoogleService-Info.plist for ios if you use the plugin. These config files will be available once you create the android and ios projects in firebase.

What is the best solution to make a mobile app for both android and iOS?
-i need a light size app
-the app will contain payment plugins?
should i use the native android studio and Xcode to develop it? or there is a better platform or tool ?
The best answer I can think of is using React-Native.
It is lightweight and you use JS as the development language.
It uses Native ios and android components.
You will need an IDE for JS , Xcode and Android Studio.
I used React-Native to Develop a native App for iOS and Android. And was really pleased because you can learn React really fast and there are tons of libraries for the Framework.
One Benefits of react-native is that you can use an app for your Smartphone that allows you to scan a QR-Code which your react-native app creates so you can preview your app and see changes on your Smartphone in almost real time.
Another Framework that seems to be popular is the Ionic Framework that you might wanna look into.

I have completed game on top of libgdx: https://play.google.com/store/apps/details?id=com.drobus.basketpro Is there any workable way to port it to iOS?
There are a couple options, but both are not truly production ready solutions. Options below are 'mostly' working. A few features will not work out of box without some custom handling (networking, sound, and a few others).
RoboVM (free)
MonoTouch/IKVM ($299 + Apple licence)
These methods work and are currently the best (easy) solutions available to you.
Note that RoboVM is supported by libGDX out-of-the-box as the default iOS target cross-compiler.

PS: RoboVM is not permanently free anymore. See here. You get a 30 day trial, then it costs 25$/month minimum.

Create an Xcode project with the same build id as your Libgdx project
Run the Xcode project on your iPhone/iPad

Create an “Apple Distribution” signing identity and an “App Store” provisioning profile

Certify and upload your project using fastlane

I have built a very simple android app (i.e., an app that essentially just shows pictures along with some quizes). I am curious what the cheapest way of duplicating my app on iPhone, assuming I can't do it myself?
In that case, you should develop this app in titanium framework that framework basically supports javascript type structure and provides platform to develop app in both platform ios as well as android.
You might want to take a look at the j2ObjC project from Google
It will convert existing Java code to objective-c.
I haven't tested it and don't know how well it does perform, but if the app is simple, it should do well
If your application feature has not required native framework then you can create your application in multi platform framework.
Apache Cordova is one of the reliable mobile application framework which is run on iOS, Android and many other operation system.

So you can make you application with using such framework and deploy on any operation system.
