Problem with Grade sync in Android Studio - android

When I try to synch grade I got the following message:
1:09 PM Gradle sync failed: Could not find

I'm using
Android studio 3.3.2, buildToolsVersion is 28.0.3
I still trying to googling to solve it, but no progress. I don't understand why android.support.design can't be resolved.

Getting error while using Add Firebase Authentication to your App in the Firebase authentication (Assistant).
The error shows in the Sync tab as:

Also in gradle-wrapper.properties add this line or change if already exist with other value:
distributionUrl=https\://services.gradle.org/distributions/gradle-4.10.1-all.zip
Just remove :15.0.0 from the firebase implementation!
The implementation should be like:
implementation 'com.google.firebase:firebase-auth:16.1.0'
Else every thing seems fine!

ext property inside top level build.gradle file

I'm developing an android application. I've an 'dependencies.gradle' file in the root project:

I've found the problem. The ext must be inside the buildscript block. So I moved the apply from: 'dependencies.gradle' inside of that block.
Now Root build.gradle file is:

I am a new programmer just starting out, however I've had a problem with Android Studio in that my project will not successfully build. The response each build is the one stated above.
