My app is an unofficial version of Telegram app that has been already published in Play Store. For first publishing and a few updates afterward, there was no problem for login from Google. But my last update was rejected as below:
Issue: Need login credentials for app review
In order for us to review your app for compliance with Developer Program Policies, we will need you to provide valid login credentials for your app.
If users need credentials to access your app, please provide all appropriate credentials via Play Console.
If you previously supplied credentials, please ensure that they have not expired.
If your app normally uses 2-Step Verification (e.g. SMS verification), biometrics (e.g. a fingerprint or face scan) or a location-dependent password (e.g. geo-gate), please provide valid demo credentials that we can use instead.
My question is how to provide an account for Play Store to review my app? or is there any demo account for Telegram to check?

I recently faced a similar problem and here is my solution.
First of all, I found this documentation.
Here you can find these test phone numbers/accounts which you can
use.
In the BuildVars file, I've set both DEBUG_VERSION and
DEBUG_PRIVATE_VERSION to "true".
Deploy an app and check how it works with Test Accounts. Don't
forget: It's very necessary to tick the "Test Backend" checkbox,
otherwise, Telegram Test Accounts will not work!
I turned on a "Managed publishing" in the Google Play Console (it
allows you to send a Bundle to review and manually send an app to
production after it if needed).
I described how exactly the Google Play Team should use these
accounts to check my app in App Content -> App access in Google Play
Console.
After I passed the review, I built another Bundle, in which I've set
both DEBUG_VERSION and DEBUG_PRIVATE_VERSION back to "false" and
sent this bundle to the review again (this version will go to
Production)

I submitted new Android app on Google Play and it needs to pass review process. The application has login with Google form and it is only way to enter the application and to use its content. In dedicated field in Google Play, I provided login instructions with Google account details that I created for this purpose. But, for the second time, I am getting rejection with message Issue: Need login credentials for app review. I tried to login to app with provided account and I had no problems. Also, all security checks are turned off for this Google account (i.e. there is no Verify it is you procedure). Can someone explain to me what additional details do I need to provide, what am I missing? I am attaching here the screenshot provided by reviewer, from which I don't understandwhat is the problem. The application got rejected saying: "Not adhering to Permissions policy" not giving any particular reason as of why it has been rejected but received a mail saying
Action required: Provide instructions for app access
Here’s what to do to help get your app back on Google Play:
Provide access details for your app using the instructions described in this Play Console Help Center article under the “App Access” section.
If your app typically requires a 2-Step Verification code or One Time Password, please provide us with reusable login credentials that do not expire through the Google Play Console.
If your login credentials are not numeric or alphanumeric (for example, QR code, barcode), please generate a static URL and upload it to the Google Play Console.
Resubmit your app for review after double checking that it is compliant with the Developer Program Policies, including the Play Console Requirements.
If your Update status is ‘Ready to send for review’, or if your Publishing overview has a section for ‘Changes ready to send for review’, then you must click ‘Send for review’ from the Publishing overview page to submit your changes for review.
Note: You can complete these steps without contacting our policy support team.
But since the application is a Banking application which requires the user to be registered with the bank and hold a Account in the same bank to be able to Login, we are unable to provide credentials.
(Have already sent a appeal to play store saying the same but was asked to send login credentials none the less, and we have uploaded multiple app which was accepted by play store before, but this issue started occurring from December)

I have an app where a user needs to log in with a google account & purchase premium (play billing) for accessing premium features. Everything works perfectly.
Recently playstore force developers to submit app credentials to test if the app has certain functions which require authentication.
If my app has a normal email and password for auth then I'll submit to google play a test user's e-mail and password from my backend server. But now It's Google Sign in. I don't know any test google account which uses app reviewers. The doc has no information about that.
In this situation, should I have to submit my personal google account and password to review app authentication (because it was added to the test licence in the GooglePlay developer console)?
or there is some test google email account from (playstore app reviewer) for whitelisting on my server-side?
You Just need to tell them to "login using Google Account" in "Any other instruction" field, as shown below, you don't have to create a test account for this. I tried this many times before.
So I was stuck on this issue for about a whole month, I couldn't update my production app.
Google documentation clearly state that Note that you do not need to provide credentials if your app supports "Sign-in with Google,” which enables the crawler to log in automatically. However this was not the case for me.
I tried:
Going with the 1st option that - No special access is required. - Never worked
2nd option - Stating the the app requires Google login (didn't submit any credentials). - Never worked
Eventually, what worked was - I created another email account on my mobile device. Then submitted the credentials to Google.
Point to note - ensure the email account you create doesn't contain any 2 factor authentication or verification as this won't work.
I noticed that you do not need to do this in the case of a Google account.
If you see the pre-launch reports in the Google Play console, and watch the replay of the test, you will see that when the Google Play robot encounters the Google Account login screen, they will have an account with a #cloudtestlabaccounts.com email that they will use to login as seen on the below image:
As you can see, Google Play robots have Google accounts available to them to login and therefore you do not need to put as special access, unless if you are using non-Google accounts to login.
I personally use Google Accounts as login and never submitted any login information and they didn't have any issue with this.
I created a Google account specifically for app testing purposes. I use it for both Android and iOS. You submit the credentials for that account for review. After your app is approved, you can always change the password and just update the credentials when you submit the app for review again.
I tried submitting use "google login" in any other instructions field but it didn't work.
What worked was I created a demo google account and submitted the email and password. Also, wrote use "google login" in any other instructions.

I am trying to test google play services features in an app, without publishing the app.
I went through the below link to do that.

This process worked earlier but i think it has changed now, as i am getting the following error even after checking all the steps mentioned in the link above.
"The application is incorrectly configured. Check that the package name and signing certificate match the client ID created in Developer Console. Also, if the application is not yet published, check that the account you are trying to sign in with is listed as a tester account. See logs for more information."
Does anyone know if there has been any change in the process or if i am missing out something? Thanks.
You need to publish the app before it becomes available for testing.
If you publish the app and it is only in the "alpha testing" section then it is NOT available to general public; it is only available to activated testers in the alpha section.
EDIT: One additional note: "normal" uses will not find your app on Google Play, but also the activated tester can not find the application by using the search box.
Only the direct link to the application package will work (only for the activated testers).
You do not need to publish an app for testing. From the error it seems that the users/testers who want to test are not white listed. Quoting from the official documentation.
If your game is in an unpublished state, you must whitelist the user accounts that you want to grant access for testing. Otherwise, your testers will encounter OAuth and 404 errors when attempting to access the Google Play games services endpoints. Also remember to add yourself as a tester, or the Play Games SDK will not work for your user account

I am currently working on testing the response, which is returned from google play
when you have uploaded a draft apk to the market and I came across the following situation:
I uploaded an application which is still unpublished and when I wanted to test the returned test response from the licensing server I always receive the specified response in the dropdown nondepending on the google play account I am currently logged in with. I mean if I specify a gmail account to the test account I receive the test response even if I am using another gmail account on the device. I think I should receive NOT LICENSED if the gmail account I am using on the device is not specified in the test account in the google play account. I am clearing the application cache everytime.
Now I am a little bit confused if I publish the application will I have some problems with the license verification process. It is going to be my first published application that's why I am asking for some help. I have read lots of discussions and these in the android developers guide but I think I am missing something.
The version code is the same to the uploaded applications;
The application is signed and everything is done according to the specification of the android developer's guide.
I will highly appreciate if anyone can help about this or can suggest a complete processing steps of testing and publishing an application to google play.
You need to create Test account for testing licensing properly, all other users will get status of licensed users because application is not yet published.
